Is it lawful for my organization to use License Plate Recogition Technology?  Yes, all States except Arkansas and Maine.  A license plate isn't private and it doesn't really belong to the person whose vehicle its on.  Our cameras collect six legal data points.

Can I tell if a bad guy is on my property using a license plate reader?  No, but Law Enforcement can.  You have the option of sharing your plate captures with local law enforcement.  If there's a hit for a warrant, LEO is immediately informed.  

Do I have to share my plate captures with Local Law Enforcment?  No, the data is yours.  

My community experiences a lot of package theft, would this be a good option for us?  Yes, in fact, this is a better option than having home owners patrol the neighborhood.  You can easily identify unique automobiles by time of day and other factors.  If its a known criminal Law Enforcement is notified immediately when you have data sharing enabled.
